State and local taxes represent a significant business cost for manufacturers operating in West Virginia. The state’s personal property tax on inventory, machinery and equipment penalizes capital investment in our state. 

Simply put, West Virginia is at a competitive disadvantage when it comes to growing manufacturing and creating the great paying careers that the industry brings to the Mountain State. The SJR 9 and companion legislation can change the manufacturing landscape in West Virginia while providing tax relief for small business and EVERY West Virginian who pays annual tax on their personal vehicle. 

  • did you know2West Virginia is one of only two states in the country that taxes manufacturing inventory, machinery and equipment without offering broad-based exemptions for manufacturers?

  • Ohio and Pennsylvania, our biggest competition for downstream shale related manufacturing investment, do not impose this tax on manufactures and boast effective tax rates that are one third of the rate for manufacturers in West Virginia.

  • Manufacturing jobs in the Mountain State pay on average $70,000 annually. Wages that can reverse the trend of population loss and enable West Virginians to live, work and raise a family in the state that they love. 

  • Inventory, machinery and equipment tax is especially challenging for small manufacturers with 100 employees or fewer which represent more than 90 percent of the state’s manufacturing companies. 

  • Ranked as one of the 10 worst states for capital intensive manufacturing investment, West Virginia voters can improve the outlook for manufacturing in West Virginia by supporting the SJR 9 and companion legislation that provides relief for manufacturers, small business and all West Virginians who pay tax on their personal automobiles.  This starts with urging the West Virginia Legislature to support SJR 9 which would then be presented to voters on the ballot in November 2020. 

What does SJR 9 and its companion legislation do?

  • SJR 9 paves the way for a six-year phase-out of the personal property tax for manufacturing inventory, machinery and equipment, small business inventory, and personal automobiles owned by West Virginians. 

  • Companion legislation guarantees that counties, schools and municipalities that receive these revenues are made whole by specifying replacement revenue sources and creating a separate fund for maintaining replacement revenues. 

  • Approaches a repeal in a fiscally responsible way, minimizing budgetary impacts.
